Throughout her long history of serving the Miami-Dade County community, Benigna Marko employed a diverse skill set comprised of capital management, staff supervision, policy modernization, and public representation. She served her first five years within the Solid Waste Division & Personnel Services and exhibited a talent for project development and execution, which she applied in her next capacity as Administrative Assistant to Executive Director of the County's Independent Review Panel program. In this role, Benigna Marko prepared the departmental budget, oversaw inventory and purchasing transactions, and represented the division in meetings with local law enforcement. Following a year as Administrative Officer, Marko employed her talents in a series of roles in the Building and Zoning Department.
Acting as Administration Manager, Systems and Administration Manager, and Code Administrator, Benigna Marko served as the sector’s public representative at regional conferences and events, introduced an advanced database that better processed statistics about damaged structures, negotiated demolition contracts, and mitigated civil suits in collaboration with the County Attorney’s Office. Her capabilities in this arena propelled her towards the post of Regulation Division Chief of the Planning, Development, and Regulation Department. Within this leadership role, she exercised authority over billing and collection policies, drafted the yearly budget, composed grant proposals, and maintained close contact with media sources reporting on code enforcement. An expert in translating resources and information to improve the overall functionality of an organization, Benigna Marko brought about lasting change as Administrative Services Division Director and Assistant Director of Administration and Operations of the Planning and Zoning Department during her final nine years with Miami-Dade County. Under Marko’s guidance, the sector successfully implemented an all-electronic document archival system, initiated a comprehensive Geographic Information System, and developed a lien collection program that secures an additional $2 million annually.
